Can we add a Right-Click > Copy Out option? I came across wanting to create a multipage pdf, with Blue Beam as an example, and I had to double click each document to copy out to machine and then select the documents to merge.

Drive usually downloads these documents automatically when they are accessed by applications, so there is no reason to have copy out, indegeneral.
It is unusual that Revu options do not appear until files are actually downloaded. It should be transparent to applications.
The closest thing to copy out would be to chose 'Always keep on this device'. This will make Drive to download all selected files.
