Setting to toggle if the full-name-pop-up shows when hovering over a file and its attributes.

When hovering over H6x, I can't click on H5x unless I flick the mouse away.

With a toggle to only show full names when hovering when the name is longer than the column, we save some frustration, and a couple "misclicks".
