Enable to add document to a transmittal from PW drive

User will RMB on a file un the PW Drive add from the contextual menu add the document to PWDM

He will be present a window that will allow him to select a draft transmission ot create a new one and add document.

the owner of the draft transmittal will be notify new document have been deposit
