I also support this idea. We use the document sets to create packages that will be send by transmittal.

I support this idea. From the point of view of document management, SETs are one of the best tools I have found in ProjectWise (or other DMS) and it is a great handicap not to be able to create them via the web, add documents, block versions ... It really is very useful for a role user who only needs to manage documentation and does not really require the desktop version.
